About the role

Conducted every ten years and with a history spanning over 200 years, the Census helps to paint as accurate a picture of the nation as possible. The survey is delivered on an extraordinary scale, and involves every resident across England and Wales. The data captured then assists the government in making key decisions, as well as businesses and the general public. Since the last census in 2011, digital has transformed the way we live and work. In 2021, it’s estimated that a significant amount of surveys will be completed online. With this in mind, the next census will require a complete overhaul in terms of both design and operation.

As Programme Support Officer, you’ll work closely with the Business Support Manager and be involved in a number of census-based projects, all of which are pivotal to its progression and delivery. The most imminent of these projects is the Programme Assurance Plan, where you’ll gather and prepare crucial information, ready for annual internal and governmental reviews of the Census’ progression. With reviews taking 3-4 months to prepare, you’ll be involved in everything from liaising with stakeholders and producing documentation packs, through to organising meetings and offering administrative support. As the Census continues to develop, an ongoing refurbishment project is currently underway to accommodate this expansion. Liaising with the ONS facilities team, you’ll also help to manage the project through to its end stage, ensuring that it’s delivered on-time and within budget. Another key project for the Census’ delivery is the Continuity Plan, which ensures the programme’s continual operation and progression. Actively involved in producing and creating this plan, you’ll help keep the programme on track for its delivery in 2021. In addition to these projects, you’ll also help to facilitate internal quarterly reviews of the programme and support its financial monitoring, so that it remains aligned within the allocated budget. The Census is a unique and hugely important programme and in this varied and vital role, you’ll provide support across many crucial areas, helping to ensure a smooth progression towards 2021.

About you

A proactive self-starter, you’re inquisitive and outgoing, able to see the bigger picture within your work and build relationships with a range of stakeholders. Experienced in managing a quality service and supporting projects through to their deliverable end date, you’re more than able when it comes to adapting to changing requirements and priorities as they progress. If you have a relevant Project Support qualification, such as Prince2 or an ISEB certificate, that’s even better.

It provides information regarding the population and its characteristics, and underpins funding allocation decisions to provide public services. The scale of the census is extraordinary as it involves the participation of every resident of England and Wales.
