Your role

As part of building capacity to meet the challenges posed over the next three years and beyond, the Culture, Communities and Business Services (CCBS) Department’s Transformation Team is expanding and is looking for a highly skilled, enthusiastic and motivated individual to lead the team to deliver key transformational programmes and projects across the department.

You will be responsible primarily for the strategic development of, and support to the department’s over-arching transformation and cross-cutting programmes. You will also manage and provide leadership to the Transformation Team, supporting the individual projects within the programme. With a strong work ethic and flexible approach, you will have a proven track record of managing the delivery of complex programmes, significant experience in resource and budget management, and the ability to work at a strategic level to deliver innovative solutions and transformation.

Above all else, you will be able to build and maintain strong relationships across organisations and flex your style to suit different situations and challenges. Your inter-personal skills will allow you to influence at all levels and instil confidence throughout the leadership team.

About us

Hampshire County Council provides a wide range of services which make a difference to residents’ lives on a daily basis, including education, transport, planning, social care, libraries, waste management and trading standards.

The Culture, Communities and Business Services department is one of the largest and most diverse in the County Council, employing around 3,700 staff and being responsible for areas including:

- a Library Service with 45 libraries and three Discovery Centres

- four Outdoor Centres, including Calshot Activities Centre - among the largest outdoor education and adventure centres in the UK

- a Countryside Service including five major country parks, nature reserves and historic sites together with the statutory duty to maintain and protect Hampshire’s 3,000 mile Rights of Way Network (footpaths, bridleways and byways)

- turnover of £100 million, generated from a range of trading and business units;

- a nationally acclaimed Property Services department delivering award-winning public buildings for the County Council and other authorities

- a statutory Trading Standards service (including consumer advice, product safety, petroleum/explosives licensing, food standards/labelling, inspections of business premises (including farms), animal health, and disease control)

- management of over 9,000 building units and nearly 9,000 hectares of land

- a statutory Registration Service via 15 Registration Offices (registration of births, deaths, marriages, civil partnerships, citizenship ceremonies)

- support to three Arts Centres, ten museums, four galleries and three historic sites/buildings through the recently created Hampshire Cultural Trust

- the Hampshire Archives and Records Management Service, managing Hampshire’s historic and ancient archives together with modern records

- Sir Harold Hillier Gardens - an internationally important collection of trees and hardy plants set in 180 acres.

Our Transformation Team supports all of the areas above, aiming to innovate and add value to all parts of the department to deliver the 2017 financial and transformation targets, as well as reshaping services for the future.

You will be based in Winchester, a beautiful and historic city on the edge of the South Downs National Park, with good travel links to London.
