We are looking for a Lead PMO Analyst to join us with strong organisation and stakeholder management skills to work on one of our key programmes.

The Analyst’s main responsibility is to support the programme in monitoring risks, issues, assumptions and dependencies and ensuring that projects are effectively planned, controlled and managed to agreed time, specification and budget. They will report into the Programme Manager / PMO Manager.

Programmes & Transformational Change (P&TC) is part of the Projects, Data and Technology Directorate which is responsible for all aspects of the Bank’s programme and project delivery, in line with the Bank’s strategic priorities. This is achieved through effective central oversight of the Bank’s change portfolio, supported by professional management of significant business change initiatives to ensure successful delivery.

Job description

The Lead PMO Analyst will play an important role within the PMO for one of our programmes, working closely with the Programme Manager/ PMO Manager (if applicable).

They will be required to have an understanding of the objectives of the programme and act as a champion for the Bank’s programme/project standards. They must be able to develop and maintain effective working relationships with the programme/project managers, the wider programme and portfolio teams, and any third-party service providers. The specific responsibilities of the Lead PMO Analyst will include:

Providing an overview of projects within the programme, reporting on progress, anomalies or areas of concern.

Proactively monitoring projects against plan, budget, benefits and scope, providing an early warning of any variances and exceptions to the programme leadership and ensuring compliance with the governing framework.

Creating reporting templates for the projects or programmes, setting out programme standards and tools and defining reporting timetables to ensure provision of reliable and consistent status information.

Defining and implementing improvements to the programme processes.

Monitoring of programme-level financial information, portfolio risks and key dependencies between projects.

Constructively challenging and assessing overall progress of projects by reviewing progress reports and challenging programme and project managers.

Organising lessons learnt reviews when project phases are completed, capturing and logging the information.

Assisting in the definition and approval processes through which projects are initiated and added to the portfolio.

Providing guidance to the team on Bank programme and project management methods and standards.

Reviewing project business cases from a benefits perspective and advising on benefit identification, tracking and management.

Identifying and monitoring key performance indicators that may highlight capacity / capability constraints and over commitment of resources or changes to particular areas.

May be involved in Quality assurance for programme / projects, working with Quality Assurance Manager.

As well as delivering into the programme/project assignment, the jobholder will also contribute to the development of the Bank’s PMO capability and community.

Requirements

Experience of working in a PMO environment on high priority, complex, business and IT programmes and projects, including:

-Planning

-RAID management

-Governance processes including Programme Board support

-Reporting

-Budget management and financial forecasting

-Change control

Experience of executive meeting administration and management, including the planning, preparation, proceedings and post meeting actions and follow up, and ability to record accurate minutes.

Experience of producing high quality documents, briefing papers, reports and presentations.

Strong analytical skills with the ability to interpret complex sources of data and draw conclusions and derive recommendations.

Strong communication skills (verbal, written and presentation) with the ability to communicate with people at all levels of the organisation.

Ability to challenge constructively whilst maintaining excellent working relationships within the programme community and stakeholders.

Experience of working collaboratively across project and organisational boundaries to achieve shared goals.

Excellent organisational skills and ability to manage a diverse workload and prioritise amid conflicting demands and busy work periods.

Strong analytical skills; able to report critical information and patterns from complex data, producing accurate conclusions and recommendations.

Experience of mentoring and coaching team members.

Excellent MS Office skills, including Microsoft Project and Excel.

Desirable

A recognised project, programme, PMO or portfolio qualification eg Prince 2, MSP, P3O, PPSO, APMP, PMP or PMI.
