The Asset Information & Investment team manages our investment needs and priorities - not just now, but looking 10 and 20 years into the future. They also manage and continually develop a range of specialist asset management software systems that support the day-to-day management and maintenance of all our assets. These systems provide vital asset information that the team analyses to understand how the assets are behaving and to identify what work is needed.

We are now looking for a talented, experienced Asset Management Portfolio Manager. This newly created, high profile and strategic role is responsible for the development, management and delivery of the portfolio of improvement initiatives approved by the TfL Asset Management Steering Group (AMSG) chaired by the Director of Asset Management. The initiatives cover TfL Corporate, Surface Transport and Rail & Underground and vary in terms of size, scale and impact. The role scope is pan-TfL, and you will interface with a wide range of stakeholders to ensure buy-in and deliver a portfolio of asset management initiatives.

The role will be based in the Asset Management Directorate in Surface Transport but will reach across TfL, as you lead on the management and delivery of various initiatives, working closely with the Head of Asset Information & Investment (Surface) and the Head of Asset Management (London Underground).

Your key accountabilities will be to chair and drive forward an effective Asset Management Delivery Group (AMDG) - the working sub-group of the AMSG - coordinating 5 to 10 virtual teams activity to deliver results. You will lead on the monitoring and reporting of performance and delivery of the portfolio to the AMSG, including in-depth analysis and presentation of key issues and themes, actively sustaining and raising the profile of pan-TfL asset management initiatives through continued communication and engagement.

Collaborating with knowledge and subject matter experts, you will support the development of asset management maturity, capability and competency across TfL, determining the priority of activities in the portfolio, demonstrating and presenting the benefits (including financial efficiencies) that the portfolio is achieving or will achieve in the future to AMSG and other stakeholders.

You will also be required to keep abreast of asset management activities across TfL, identifying dependencies and opportunities to align, share learning and best practice - developing, evolving and continually improving Asset Management training courses, as well as supporting asset management reviews or certification audits.

This is an exciting, and highly visible role, so you will need to possess excellent project management skills, able to handle and deliver a diverse portfolio of initiatives to set timeframes within an extremely challenging, complex and politically driven business environment. To achieve these outcomes you will need highly developed planning, prioritising and coordination skills to ensure effective scheduling and successful delivery of multiple projects/programmes.

As the ideal candidate, you will be degree educated in an relevant discipline, e.g. engineering or business management (or equivalent), possessing a detailed understanding of Project and Programme Management, complemented by an awareness and experience of Asset Management principles, tools and techniques: asset strategies and plans; whole life cost/value; prioritization; competence; maturity assessment; PAS 55/ISO 55000; information management; risk management; performance management and management systems. Experience of managing a programme/portfolio of improvement initiatives and budgets, or an understanding of contract and financial management would also be highly advantageous.

Key to delivery will be your ability to communicate, influence, negotiate and operate effectively at an executive level, presenting accurate, high quality information to Senior stakeholders and Directors, able to develop compelling business cases and secure buy-in and support for initiatives from a wide range of stakeholders. Highly articulate, you will be an impactful, credible manager that has a high degree of resilience and tenacity to field strong challenges from senior people and still drive your objectives forward.

Confident and self-assured, you will be able to make timely progress under your initiative, working largely unsupervised on large complex projects. This is a stretching and demanding role, and you will be expected to hit the ground running with minimal instruction and guidance.
