Job Description

Highways England is recruiting a Performance and Data Analyst to join our Strategy and Planning Directorate in our Birmingham office.

You will be responsible for providing analysis and evidence to support decision-making. This includes analysing data, carrying out research and communicating intelligence products to support business and decision-making and performance improvement.

Key Responsibilities

You will:

- Develop an understanding of the performance measures and targets applied to monitor the Company's performance, the criteria used as part of the measures and the factors and decisions that would influence a change in performance levels.

- Undertake proactive analysis at a national level, establishing a horizon scanning function to identify issues affecting the performance metrics, delivery, operation and maintenance of the network. To provide regular insight and intelligence into network issues.

- Produce and develop specified intelligence products including problem profiles, identifying patterns and trends, and making appropriate recommendations to inform decision-making to agreed timescales and standards.

- Provide analytical support for the Performance Analysis Unit, including analysis of operational and network data for intelligence and ad-hoc requests to meet agreed timescales.

- Design and run data queries from all available data sources, carry out geo-spatial analysis and produce maps. Understanding the abilities of the systems and contributing to their development.

- Develop effective relationships with Analysts and wider intelligence community to contribute to consistency, share best practice, co-ordinate national activity and support national collation of intelligence outputs.

- Assess safety performance to minimise risks, develop improvements and escalate issues with relevant authorities in a timely manner and carry out any tasks identified to the post in the Level 2 and relevant 2a Organisational Health & Safety RACI charts.

Skills, qualifications and experience

You will have:

- A degree in a numerate subject.

- Experience of working in an analytical unit and/or data analysis role.

- The ability to demonstrate a strong numerical competence, a good working knowledge of statistics & analytical techniques in operational research.

- Experience of carrying out difficult analytical assignments at pace, identifying and analysing problems to provide intelligence-based recommendations and to be able to communicate the results to a senior management audience effectively.

- Knowledge of and strong experience in programming, modelling or data query languages such as SQL, SAS or similar to manipulate and analyse large and complex datasets.

- Excellent IT skills, particularly in the use of advanced level Excel and working knowledge GIS software and spatial analysis. Knowledge of VBA would also be desirable.

About Us

Performance Analysis Unit (PAU) is responsible for providing Highways England with operational research and analysis to support evidence-based decision-making and contribute towards the HE's delivery plan targets. PAU is also responsible for providing Highways England with in-depth analysis on the performance of the Strategic Road Network, forecasting, analysis and reporting of the operational metrics; provision of network performance briefing at performance management meetings, and production of related commissioned studies. The team plays a key-role in building the analytical capability and skills across the Intelligence Community.

Highways England is the new government-owned company responsible for driving forward our motorways and major A-roads. This includes modernising and maintaining the highways, running the network and keeping traffic moving. Over recent years, investment in our highways has increased. This has led to advances in technology, such as smart motorways, enabling traffic to flow better. However, even more is yet to be done.

In our first five years alone, we’ll invest £11 billion in motorways and A-roads - boosting capacity, tackling congestion and improving safety. At the same time, we’ll improve how we work.
