The Medicines and Healthcare products Regulatory Agency enhance and improve the health of millions of people every day through the effective regulation of medicines and medical devices, underpinned by science and research.

A centre of the agency The National Institute for Biological Standards and Control (NIBSC) is a global leader in the characterisation, standardisation and control of biological medicines. NIBSC plays a major role in assuring the quality of biological medicines worldwide through the provision of biological reference materials, by testing products and carrying out research. Our expert scientists also provide advice on a routine basis and in response to emergencies.

Purpose of the role:

The project team provide project management services to the Institute to ensure optimisation of facilities. This includes replacement or upgrade of existing facilities as well as the provision of new facilities. Any projects managed by the team are done so in an efficient and effective manner. Pledging that the ‘customer’ obtains the end product they desire, in a timely manner, within budget, and complying with all relevant statutory requirements.

Key responsibilities:

- The effective management of allocated projects up to £1m in value using defined Project Management processes based upon PRINCE2 methodology.

- Production of Specifications and Invitations to Tender, evaluation of tender returns and awarding contract.

- Manage project to completion and handover including commissioning and validation.

Detailed responsibilities

- Manage any given project from conception through to completion and complete all capital projects assigned to you in a timely manner.

- Production of concise Specifications and Business Cases.

- The Control and monitoring of the Health, Safety and Security of your projects from design through to completion of construction / installation, including the review and approval of method statements provided by contractors, hence knowledge of H&S a requirement.

- Ensure all projects are carried out using NIBSC QMS project procedure (which is based on PRINCE 2 - Projects IN Controlled Environments methodology) and that all steps are followed and paper work completed within timescales and on budget. All project files and documents to be electronically filed during and at completion of the project.

- Communicate effectively to all project stake holders working closely with the Project board including H&S, Procurement, Environmental & Energy Manager, End Users and Maintenance

- Produce project reports and ensure all paperwork associated with your projects are accurate and concise.

- Carryout surveys to help plan project and produce drawings and specification. Compile detailed specification from user’s requirements and turn them into tender documentation.

- Capturing project issues, identifying risks and managing their resolutions.

- To produce, define, amend and manage NIBSC AutoCAD drawings so that they are kept current and controlled in accordance with NIBSC standards.

- Supervise commissioning and testing of plant, equipment and/or air handling systems.

- To ensure handover of projects is completed including all in house requirements such as cleaning, sealing of any vinyl floors, training, commissioning, validation Including fumigation and all O&M information is given to Maintenance.

- To provide mechanical engineering solutions and/or support to other project engineers.

- Support the Project Manager in his/her duties.

Person requirements:

Qualifications, Licenses and professional memberships:

- A Degree in or a recognised qualification in Mechanical Engineering.

- And/or a Degree or a recognised qualification in Electrical Engineering

- And/or a Degree or a recognised qualification in Project Management plus relevant experience in engineering project management.

Experience:

- Worked within a projects team delivering diverse projects such as mechanical, electrical, civils, and laboratory refurbishment.

Competencies:

- Be able to work within a Project Engineering team and manage complex engineering projects using PRINCE 2 methodology and adhering to a QMS.

- Good knowledge of Electrical and Civil Engineering and a working knowledge of BMS and Air Handling Units / systems from working within a healthcare environment.

- Experienced with a High Containment and GMP Laboratories along with all aspects of health and safety.

- To have behavioural qualities including excellent interpersonal and communication skills required for project managing very complex projects and dealing across a wide audience. The ability to engage all project stakeholders to ensure successful project completion. Working with the Projects team providing support and expertise as required.

- Advanced IT skills - AutoCAD, MS Office suite of software, Oracle financials.

- Excellent written and oral communication skills, able to provide concise briefings to senior colleagues and experience in writing specifications and tendering within the public sector and ability to produce good, convincing Business Cases.
