The post holder will provide project management expertise and support to the Strategic Reforms Implementation Unit, to effectively drive through the implementation of public sector reform programmes and to assist project managers within the Civil Service to deliver projects successfully. The post holder will have specific responsibility for:

- ensuring the overall integrity and coherence of programmes assigned to the Unit, as well as their coordination, monitoring and progress reporting.

- providing training, guidance and support for civil servants, in order to build a culture and capacity within the Civil Service for robust project management.

Qualifications, Skills & Experience include:

Required:

- A Bachelor’s Degree or equivalent along with Project Management Certification.

- A good working knowledge of project/programme management methods

- 5-10 years’ successful direct experience in managing projects/programmes within large-scale change initiatives.

- Experience working in a coaching or advisory capacity for project teams and in delivering project management training.

- Proficiency in MS Project, or equivalent, and MS Office.

- Ability to communicate at all levels, recommend new ideas, approaches, methodologies, templates and improvement tools in relation to effective programme and project management.

Preferred:

- Programme and project management experience within a public sector environment and experience working on a variety of types of projects, e.g. capital projects, mergers, outsourcing

- Experience working in and setting up a project management office.

- Sound knowledge of business case development best practices and methodologies.
