Proposals are invited for an independent, short-term health information consultancy service. Project commences March 2017 and must be completed by month end

A sub-tropical island of spectacular and beautiful landscapes in the South Atlantic with a warm and friendly population of 4,500, St Helena is a self-governing overseas territory of the UK, poised for future transformation with scheduled, commercial air access. The 42-bed General Hospital in the capital, Jamestown, covers all areas of acute medical and surgical care.

Reviewing the Health Information System requirements on St Helena, you will ensure they lead to enhanced functionality and promote effective records management and that clinicians have timely access to all relevant documentation and information to support patient care through extraction of health data and statistics.

Conducting a long-term feasibility assessment of the existing HIS you will recommend technical solutions and timescales for either an upgrade or replacement, including relevant milestones and ensuring ability to deliver business as usual during reform. Your specifications for a fit-for-purpose HIS will include the minimum essential data sets, with costed options.

This will require a strong understanding of existing and future constraints of internet accessibility and IT capability and support on the island. You must have extensive experience in the field of HIS or related fields, with extensive IT expertise and data analysis experience. You should also have a strong background and contemporaneous knowledge of policies for HIS strengthening and of international literature. This must be supported by thorough understanding of the health information needs for both primary and secondary healthcare services. Fluent English is vital.
