The SSRO is seeking to recruit a data analysis specialist to join its Analysis and Reporting team. The role offers an exciting opportunity to apply your data and analytical skills in support of some of the highest profile military procurements in the United Kingdom. You will play a key role in delivering the SSRO’s principal duties which are: to ensure that best value for money is obtained for the UK taxpayer in Ministry of Defence expenditure on qualifying defence contracts, and that single source suppliers are paid a fair and reasonable price under those contracts.

To meet the challenging nature of the SSRO’s work, we need an ambitious, high-achieving team member to ensure the SSRO is a success and to shape its long-term future.

You will be a member of the Analysis and Reporting team tracking trends in single source procurement and benchmarking cost and other data. You will exploit the SSRO’s data on contracts, and analyse economic and other data and statistics to provide high quality management information and presentations. You will interrogate databases using SQL and use analytical software and data packages, such as Excel or Stata, and use statistical tests, where appropriate, to develop analysis, reports and tools. You will also have the opportunity to learn how to analyse company information using Bloomberg and Orbis. You will also excel at communicating your ideas and insights, both in presentations and written reports.

To succeed in this role you will have experience of applying a range of data analysis techniques. You will be able to clearly and simply communicate your insights to your colleagues in the SSRO, and a diverse set of stakeholders across government and industry. You will have the ability to rapidly make sense of complex data. You will be able to demonstrate you can work confidently with colleagues as part of a multi-disciplinary team to deliver analytical projects on time and on budget in a fast-paced environment. These skills are likely to have been gained in areas such as management consultancy, government analysis, competition, economic regulation or defence.

What will I be doing?

Responsibilities

Make substantial contributions to some of a wide range of projects including:

                              Proposing a profit rate for non-competitively sourced defence contracts to the Secretary of State for Defence;

                              Conducting analysis of costs included in contracts to identify trends and compare with appropriate benchmark data;

                              Interrogating relational databases using SQL to produce authoritative statistical bulletins and management information that set out the key trends in single source procurement to provide insights

                              Providing analysis for the SSRO’s programme of value for money studies on aspects of current practice in defence contracting, setting out key insights from the data available and assessing relevant benchmarks to provide insight.

                              Contribute to the good use of the data and information available to the SSRO including:

                              Providing rapid analysis of data for speeches and briefings;

                              Provide analytical support and advice across the SSRO, and promote the use of sophisticated data analysis techniques that provide insight;

                              Monitoring and reporting on data quality.

                              Promoting the SSRO’s core values.

What skills do I need to be effective in this role?

Person specification

Essential

                              Good experience of working with quantitative data, using data analysis techniques and manipulating data to provide insights.

                              This experience will have been gained either as a management consultant, data analyst, or policy or regulatory adviser, working for a government department or an industry regulator.

                              A track record of being able to turn insights into compelling written communications, drawing out the key insights in plain English and persuasively putting the case for improvements and adoption of best practice.

                              Strong problem solving capability.

                              A team player, able to work flexibly across multiple projects in a fast-paced organisation with a growing and unpredictable workload.

                              Experience of working collaboratively and building relationships internally and externally whilst maintaining credibility and professionalism;

                              Education to at least degree level, or equivalent vocational/professional qualification.

                              High level of proficiency in SQL and analysing databases.

                              A proficient user of MS Office packages particularly Excel, Powerpoint and Word.

Desirable

                              Experience in cost assessment and benchmarking to identify scope for efficiencies on major projects or infrastructure.

                              Experience of using data visualisation tools.

                              Knowledge of the defence sector.

Salary will be commensurate with qualification and experience. All employees are eligible to participate in the averaged final salary civil service pension scheme.
