Job Description

We are looking for an experienced Asset Management professional to join us as Asset Life Cycle Manager and lead our new Asset Capability team, within the Operational Development (OD) Division in the Professional and Technical Services (PTS) Directorate.

The PTS Directorate is responsible for supporting the operational delivery of Highways Englands road network by developing standards and guidance and providing specialist technical advice.

Here in the OD Division, we deliver a portfolio of complex national programmes and projects that support the safe operation, maintenance and modernisation of the national strategic road network, including delivery of research, standards and technical advice.

The role of Asset Life Cycle Manager is newly created and will be heading up a brand new team within the Asset Information Group : the Asset Capability team. Working across all areas of the business, nationally and covering all assets, this team will be responsible for converting data into information, which will support the organisation in better prediction of asset management.

This is an exciting time to join us as we embark on a large transformational change programme, to not only develop our Asset Management Framework but to develop and embed the decision support tools needed to take us to the next level.

Someone excited by change, you will be flexible and comfortable with a degree of ambiguity. As Asset Life Cycle Manager, you will use your expertise in patterns, sequencing and modelling to develop these tools in collaboration with the business and create the strategy to help us reach our destination.

A first class communicator able to adapt your style, you will have the influencing skills needed to consult, encourage and at times persuade both internal and external stakeholders to adopt and embed our new technologies into the business.

If youre as excited about this opportunity as we are, please demonstrate within your CV (by way of examples) how you meet the following criteria:

- Using and developing data analysis tools to derive and report complex asset information and support business decision making.

- Leading (and ideally having established) a team responsible for embedding tools or services as part of a change programme or process.

- Detailed understanding of Asset Management methodologies and practices.

- Experience of management and integration into BAU of asset systems in reporting or modelling aspects.

- Advanced analytical skills with experience of communicating complex information to both technical and non-technical staff, adjusting style appropriately.

- Significant experience of providing analysis, performance management or business intelligence, ideally with a relevant degree (eg Maths, Science, Engineering etc) or professional qualification.

- (Desirable) Track record of having worked in a regulatory environment highly desirable.

- (Desirable) Experience of business data flows and processes (HAPMS, PIT, SIT, SAP, GIS, and Oracle).

- (Desirable) Experienced in managing and delivering all aspects of training with the ability to influence coach and support colleagues in DST techniques and ways of working collaboratively to deliver quality information.
