This includes; modernising and maintaining the highways, running the network and keeping traffic moving. Over recent years, investment in our highways has increased. This has led to advances in technology, such as smart motorways; enabling traffic to flow better. However, even more is yet to be done.

In our first 5 years alone, well invest 11 billion in motorways and A roads : boosting capacity, tackling congestion and improving safety. At the same time, well improve how we work. That means we will be able to; plan roadworks better to minimise disruption; clear incidents more quickly; and save more than 1 billion by working more efficiently.

Job Description

We are currently looking for two Programme Leaders to join the team across any of the following locations: Bristol, Birmingham, Manchester or Leeds.

Responsible and reporting to the ITD Technology Programmes Director via The Programme Leader; the Project Manager will plan, delegate, monitor and control all aspects of medium/large scale and/or complex IT programmes/projects, and motivation of those involved to achieve the programme/project objectives within the expected performance targets for time, cost, quality, scope, benefits and risks.

The role will be supported by an Integrated Programme Management Office providing oversight and support of all ITD Technology Programmes managed by the Technology Programmes Division of ITD.

Key Responsibilities

- Manage and lead programme/project team(s)

- Successfully manage complex and/or medium/large scale IT projects across lifecycle

- Participate in skills gaps analysis to identify key areas of programme/project management

- Apply an appropriate programme/project management framework to an agreed standard

- Liaise with the Portfolio Manager or Programme Leader (if the programme/project is part of a Portfolio)

- Work with Suppliers and other Directorates to ensure that every programme/project delivers best value on a whole life basis

- Support and work with ITD programme leaders to drive delivery against plan and assist with specific issues and hold ups where dependency management dictates

- Participate in PM Community groups to provide specialist guidance on Programme and Project

- Identification of efficiency opportunities across the programme

- Work with Suppliers and other Directorates to ensure that every programme/project delivers best value on a whole life basis

- Drive improvements in health and safety performance

Experience, Skills & Qualifications

- Expertise in implementing Programme and project management processes for large, complex organisations with multiple stakeholders.

- Significant experience of working in a structured IT programme/project management environment.

- Experience of managing programme/projects with a high risk profile or significant complexity.

- Strong Commercial skills with ability to negotiate and manage contracts for programme/projects dependent on external procurement /contracts to deliver outcomes.

- Experience in drafting and presenting reports and briefings to a senior executive audience.

- Degree level related qualification or equivalent experience.
