As part of the Scottish Parliament’s Digital Services Group, you will be joining the Resources and Governance Team. The team provides business relationship management, administrative and financial support to the Business Information Technologies (BIT) Office as well as project and portfolio management. Your role will be to manage projects within the Parliament’s Digital Project Portfolio successfully to quality, cost and time targets.

You will be responsible for designing, implementing, evaluating and auditing project management processes, methodologies, tools and templates for use within BIT. You will also develop and deploy programme and project management best practice, methods and tools and ensure alignment between BIT and the appropriate corporate practices and standards.

You will be educated to degree level or professional diploma in a computer science or engineering based subject however relevant professional qualifications certifications (e.g. PRINCE2, MSP, etc.) will be considered. You should have a good understanding of IT or Digital project and service delivery with experience in IT Project Management roles. You should also have experience of the application of a relevant industry standard e.g. PRINCE2 or an Agile Methodology. In addition, you should have a good understanding of project-related budgeting processes and the ability to facilitate and assist project teams to estimate resource requirements to successfully deliver projects.

You must be able to demonstrate good communication skills with the ability to convey complex project information to a wide variety of technical and non-technical stakeholders. You should have excellent problem solving skills with the ability to evaluate complex and ambiguous information and develop a coherent plan of action. With the ability to positively lead and inspire project teams to work together to deliver goals, you should also be able to generate enthusiasm and collaborative working to successfully deliver organisational goals.
