Job Purpose

TfL seeks dynamic, self-motivated individual with experience in real-time GIS development environment using ESRI platform, coupled with experience of developing GIS app functionality. You will work in a highly motivated and professional team of experienced GIS production analysis and supporting the BAU work.

You will enable the design, document and development of new GIS software applications, provide business lead enhancements to existing GIS applications to a defined time, cost and quality targets. You have proven ability to build and maintain relationships with various teams, users and stakeholders, together with taking the lead role when required.

You will be the principal point of contact within T&D for GIS technology and services; responsible for contributing to the strategic GIS road-map by identifying and recommending opportunities for utilisation of complex GIS technology and services across all of TfL’s businesses.

Key Accountabilities

                    Design and develop new software code for GIS application interfaces (tools), databases and make changes to existing GIS applications in accordance with TfL quality agile processes and technical standards.

                    Provide support for 2nd and 3rd line for GIS applications,

                    Unit test all new software thoroughly to ensure quality expectations of stakeholders, to time and budget.

                    Produce updates to system documentation for completed developments to support defect resolution.

                    Ensure that code is appropriately deposited in source code systems and that continuous integration builds are maintained.

                    Utilise system analysis skills to translate business requirements into use cases and produce GIS system designs to agreed standards.

                    Provide expertise in the estimating and planning delivery of new software.

                    Take a lead role on development GIS projects, either working alone or overseeing a team of technical personnel.

                    Contribute to architecture and change management boards and other governance mechanisms as required

                    Contribute to the development of reporting of key performance indicators for the team to drive continuous improvement of processes and software quality.

You will need appropriate experience in a recent GIS development role, working in a complex business environment.

Specific experience of development with all the following:

                    Detailed knowledge of GIS and experience in a current or recent GIS developers role;

                    Detailed and practical understanding of the business use of GIS applications including an awareness of the interdependencies and utilisation of GIS Technologies;

                    Detailed technical understanding of GIS hosting environments (like AWS and Azure);

                    Ability to develop new processes, data and technology architecture.

                    Excellent knowledge of ESRI ArcServer, Portal and Web App Builder technologies

                    Knowledge of programming environments supporting ESRI products such as Python and Java, including other GIS vendors (e.g. PB MapInfo)

                    Knowledge of all elements of operational testing, Scripting and Deployment;

                    A clear understanding of risk analysis techniques and how to manage them;

                    Degree in relevant subject area or developer certification

It would also be an advantage if you hold the following:

                    Experience of developing and delivering ESRI GIS mobile functionality to devices within a recent project, preferably on the ESRI platform.

                    Experience of developing and delivering GIS integration with Asset systems and other data management tools.

Skills

                    Ability to translate specifications to software implementation of large, complex distributed systems involving a vast range of stakeholders

                    Ability to code hands-on using a variety of Agile methods

                    Ability to develop incremental software for solutions in large scale and complex environments

                    Ability to build effective working relations with people at all levels across the organisation and outside

                    Strong written and verbal communication skills including ability to explain complex information with senior management and directors, produce summary and feasibility reports on complex technical and business issues

                    ESRI Product Suite, Esri ArcGIS JavaScript Api

                    MS -SQL Server, Oracle, P/L SQL

                    FME

                    Expert in software engineering techniques and contemporary languages like JavaScript

                    Detailed knowledge of GIS Data and how it interrelates with spatial functions; with specific reference to OS MasterMap, NSG and ITN
