Working within the Portfolio teams, your role will focus on the management of projects, which may include infrastructure, bespoke development and/or commercial off the shelf products.

Overview of the post and information about the team

Based within the Portfolio teams of the IT Department, which forms part of the organisation’s Corporate Services directorate, the Project Manager will be responsible for a variety of projects in a range of technology domains, which may include infrastructure, bespoke development and/or commercial off the shelf products. The successful candidate will be required to deliver projects to time, quality, budget and customer satisfaction requirements, using agreed Service Development lifecycle.

Key responsibilities, duties and objectives

- Project manage a variety of projects primarily in infrastructure, and/or commercial off the shelf products but may be involved in a range of technology domains, including bespoke development (web, database and GIS)

- Deliver projects to time, quality and budget, with high customer satisfaction for business outcomes achieved

- Manage the full service delivery lifecycle from requirements through to deployment into live and handover to BAU operations using the required project methodology for the project (Agile or Prince2)

- Produce accurate project estimates for effort, goods and services, and other costs. Liaise with third parties where necessary to obtain these. Help to develop project business cases where required

- Identify skills required for successful project completion and liaise with IT colleagues to secure these in a timely manner

- Ensure that project scope and requirements are well-understood and clearly defined and documented. Work effectively with business customers to specify and deliver solutions that meet their needs

- Lead the team, including prioritising, allocating and reviewing tasks. Create a constructive and fulfilling project team culture

- Support the work of team members, providing constructive feedback, coaching and skills development. Take appropriate action when team performance deviates from agreed tolerances

- Manage effective deliveries from third parties on projects. Work with ITMO to ensure effective supplier and contract management, including the escalation of issues

- Manage the change control procedure, and ensure that project deliverables are completed with agreed cost, timescale and resource budgets, and are signed off

- Regularly track and analyse progress, effort consumption and costs. Ensure that realistic project plans are maintained, and take appropriate actions to ensure that projects continue to track to cost, quality and agreed timescales

- Produce regular and accurate project reports as required. Engage regularly with stakeholders to ensure clear understanding of project progress and timely resolution of issues

- Deliver each project using agreed Service Development methods, tools and deliverables, adhering to all required governance and reporting obligations

- Maintain regular and proactive risk management: identify, assess and manage risks to the project

Knowledge, skills and experience

We will assess that you meet the essential requirements and required professional qualifications as part of the selection process.

Essential requirements:

- Strong practical experience as a project manager in an IT service context, including leading projects using both Waterfall and Agile approaches. Practical application of industry standards.

- Exposure to managing projects across a wide range of technologies/domains including commercial package implementation and bespoke developments

- Experience in running multiple projects in organisations of a similar scale and complexity to HES.

- Understanding of and exposure to IT governance.

- Experienced in working within environments of good project management and/or service development practice; experienced in using a range of good practice IT project management tools

- Experienced in managing subcontractors and ensuring delivery to timescales and budgets

- Self-motivated individual with demonstrable ability to work autonomously and manage own workload

- Strong business liaison skills - able to translate business needs to project scope and to explain project issues in non-technical language

- Strong MS Office skills.

Qualifications & Professional Memberships:

- Educated to Degree in a relevant discipline

- Prince II Practitioner or equivalent qualification

- Agile Project Manager qualification
