Jacksons Lane (‘The Client’) seeks an experienced Client-side Project Manager to oversee and coordinate the work of a Design Team and other project team members on a significant Arts Council England-funded, Large Capital development starting late 2017. The first phase of the work will culminate in the submission of an Arts Council England Stage II Large Capital application at RIBA Design Stage D (RIBA Plan of work 2007) / or completed RIBA Work Stage 3 (RIBA Plan of work 2013). We then hope for subsequent work phases, with the entire project c. £4.5m.

The Project Manager may come from an independent contractor background, from a larger project management organisation or through an agency. Whichever, they will need to have a solid understanding of buildings projects in arts/cultural and historical buildings contexts.

The Project Manager will direct, liaise with and monitor the work of the appointed Design Team (who are about to be selected through an OJEU tendering process). The Design Team might come from one single organisation or be a consortium with one lead organisation, and include (for example) architect, structural and quantity surveyors, M&E and acoustics specialists and so on.

In addition to developing the project to RIBA stages as above, plans for the remainder of 2017 and 2018 include securing the balance of funding required for the project. If funds are in place, and the Arts Council Stage II application is successful, then the construction phase of the project will start early 2020, with the building re-opening late 2020.

The Client intends that one of the Project Manager’s first tasks will be to join the OJEU process and help in appointing the Design Team.

Selection Criteria

Experience

- Recent experience of project managing mid-scale projects within the cultural or heritage sector

- Experience of managing projects involving listed buildings

Knowledge

- Demonstrable expertise of tender and procurement management for capital and restoration projects

- Sound knowledge of the construction industry, including legislation, contracts, policies and procedures

- Knowledge of Arts Council funding process;

- Professional Project Management qualification (or equivalent experience)

Skills

- Robust project management skills, including project mapping, cost control and budget management

- Strong communication skills, especially the ability to explain complex technical matters to non-experts

- Strong negotiating skills and commercial acumen

Terms and Conditions

The Client will pay a negotiated fee for this work, together with agreed expenses. Monthly payments will be made electronically, following the receipt of invoices.

At the submission of the Stage II application there will be a project break from November 2018 to February 2019, whilst ACE considers the application and makes its decision on further funding. A break clause in the Project Manger’s contractual arrangements will therefore be in effect for some or all of the required waiting period, and resumption of the contract will be subject to a successful ACE Stage II outcome and additional funding being in place, in time.
