The Role:

This is an exciting opportunity to join a new team helping to shape Hertfordshire County Council’s approach to business applications and digital by default agenda. As a Principal Business Analyst you will enable the delivery of business transformation and associated savings across council’s services, providing the communication bridge between business stakeholders and IT.

With responsible for business, functional and technical analysis leading to you developing, facilitating Council initiatives principally around IT applications, liaising with stakeholders at all levels. You will be experienced in gathering requirements and identifying potential solutions that enable the business to achieve its objectives, and improve the quality of services being delivered to the customer.

The role is based at Hertford.

Skills and Experience:

- Facilitation/elicitation to understand a business situation and define the requirements

- Modelling to produce rich/informative images to enable informed decision making

- Ability to negotiate with and influence stakeholders in complex and challenging situations

- Self-managing, work on your own initiative to manage competing priorities and expectations

- Attention to detail and thoroughness when preparing requirements documentation and business cases

- Strong written and verbal presentation skills to document requirements clearly and present solutions effectively

- Proven experience of understanding customer needs and expectations, in order to deliver high quality services within constraints

- Thorough knowledge of business analysis tools and methodologies

- Sound understanding of best practice and industry trends in business change / re-engineering

- Experience of working successfully on multiple activities simultaneously

- Awareness of project methodology, for example PRINCE2, Agile etc

Proven experience of enabling business change projects including:

- Writing requirements

- Process analysis, activity based costing, task analysis techniques

- Business process mapping, including interfaces, and data modelling

- Writing functional specifications and test plans

- Designing and running workshops
