Role Overview:
A strategic role within the PMO, The Programme Manager (PrgM) will shape, define and develop programmes of work to provide the link between our strategic objectives and the benefits realised from organisation-wide changes. The PrgM will progress complex, lengthy and potentially ambiguous programmes through uncertainty by balancing the cumulative impact of changes from projects and other BAU activities.
Areas of specific responsibility:
Create a vision statement of a changed organisation and the benefits that will accrue from those changes, mapping pathways from business strategy to outcomes and goals.
Produce a specification of the end-state of each programme (a blueprint) and regularly re-define this blueprint as required.
Define and build a programme organisation structure appropriate for the size and complexity of the work, securing Exec-level support and sponsorship.
Design, create and staff programmes with appropriate representation from business and technical departments including those responsible for business change management, design management and risk management.
Manage the business (cross-functional and cross-divisional) to advise on, analyse and resolve problems and progress plans for change.
Balance resource capacity, work efficiency, quality and risk while ensuring objectives are met and benefits delivered.
Ensure that the desired benefits and measurable success criteria are identified within the business case(s) that justify the necessary investments.
Divide programmes into tranches so that they can be reviewed at the end of each tranche. Ensure that each tranche delivers a self-sustainable amount of beneficial change in its own right.
Identify and manage the interdependencies between projects, and between projects and business-as-usual activities within each programme.
Manage programme stakeholders and communications; ensuring that relationships are developed and maintained, thus enabling productive, two-way communication with all key stakeholders.
Develop and build positive relationships with stakeholders, brokering honest and open relationships at all levels
Coordinate multiple projects, ensuring that their outputs are used to deliver benefits (including the change management of business-as-usual activities).
Delegate the scheduling and day-to-day management of work to the constituent projects and their project managers
The Desirable Candidate will have:
Experience/Skills
Experience as a Programme Manager within a programme management function operating within a large scale organisation with experience working at C-Level stakeholders
Experience of defining and leading a large and high profile programme on time and to budget.
Demonstrable experience of applying programme manager principles, tools and techniques leading to successful benefits delivery
A strategic thinker with demonstrable experience of linking business strategy to business change
Demonstrable subject matter expertise in an area of programme management practice
Experience of building high performing cross-functional teams, and supporting creative and pioneering thinking from team members
Qualifications:
Recognised Programme Management qualification/or certification of professionalism e.g. MSP, PgMP or equivalent
Other:
Exceptional relationship building/Interpersonal skills, and experience of manging a broad spectrum of internal and external stakeholders successfully.
Comfortable confronting issues openly, honestly and at pace.
Excellent oral and written communication as well as excellent presentation skills with the ability to conduct presentations comfortably to large groups at all levels
Demonstrated capability for problem solving, decision making, sound judgement, assertiveness
Collaborates well - challenges others to develop while clarifying roles and responsibilities
Professional, positive and solution orientated approach
Self-motivated and self-sufficient with the ability to cope under pressure
