This is an exciting opportunity to join HMRC's IT Delivery team where you will be supporting a large scale and radical transformation that will have a profound impact for both the customers and the staff of HMRC has one of the largest IT estates ranging from data analytics platforms to complex legacy systems. The breadth, variety and complexity of these systems and business processes they support are on a scale rarely seen in other global organisations.

This is a unique opportunity for an experienced Lead Delivery Manager to take ownership of an exciting portfolio of HMRC programmes and projects during a time of significant change and transformation as HMRC drives the focus of IT delivery away from product centric solutions and fully exploits the opportunities that Digital Services and Data Analytics can provide. This position will play a key role in delivering IT change that will take HMRCs complex IT estate towards a smaller set of strategic systems whilst decommissioning a large proportion of the legacy systems.

Role Requirements

In this role you will take responsibility for a range of large, complex, or high impact projects and through a team of skilled project and programme managers deliver business initiatives and large scale change that supports the delivery of HMRC's strategic objectives. This will be achieved through maintaining a strategic overview of a portfolio of projects, establishing frameworks for delivery, and leading from the front in setting and communicating a clear programme vision for both the IT Delivery team and the wider business stakeholders.

This is a demanding role where you will need to engage across HMRC's business to ensure that business requirements are understood and translated into operational plans that deliver tangible benefits. This will involve managing and monitoring programme costs and operational budgets; staffing requirements and resource plans; inter-dependencies and programmes risks; and the management of multiple supplier and delivery partner relationships

As part of the IT delivery Leadership Team you will engage at a strategic level with involvement in setting objectives and influencing policy and practice within IT Delivery and the wider CDIO group. You will also play a key role in ensuring that HMRC develops and maintains a strong IT Delivery capability by empowering, supporting and developing staff to achieve the highest performance standards.

Essential Criteria

You will need to demonstrate within your application the following essential experience -

* Proven experience of managing a broad range of technical and business change projects / programmes against a backdrop of large scale organisational change

* Proven experience of simultaneously managing multiple projects that cut across different areas. Understanding how these fit together, managing inter-dependencies, putting in place appropriate governance structures and ensuring a strategic approach to their delivery.

* Proven Commercial Management of project costs and multi million pound budgets

* Proven experience of managing delivery in a multi-supplier environment, including the management of supplier relationships and performance.

* Understanding and practical experience of both Agile and Waterfall methodologies

* Proven experience in developing capability within an organisation, including empowering, supporting and developing staff to achieve the highest performance standards including mentoring and influencing senior individuals.

* Proven experience of engaging at a strategic level leading on technical and business change and playing a key role in setting organisational objectives, influencing policy and effectively communicating this to both business and technical stakeholders.

Highly Desirable Experience

* Either have or work to achieve professional IT qualifications such as Prince2, CIPT, APM, MAPM
