TITLE: Business Analyst / Project Manager
REPORTS TO: Head of ICT
LOCATION: London
SALARY: £43,685 per annum plus £4,120 London weighting
GRADE: 13
CONTRACT STATUS: Permanent
PURPOSE
The Business Analyst / Project Manager will be part of the organisation's internal ICT team, supporting the organisation as it goes through a broad ranging change programme, migrates to dis-aggregated, GDS- compliant services and deals with reform of the police complaints system. He or she will provide the link between organisational change and ICT enabled projects to ensure that business systems and applications meet changing business requirements.
BRIEF DESCRIPTION OF WORK TO BE DONE IN THIS ROLE.
The BA/PM will work with others across the organisations offices to define and prioritise business system requirements and changes. He or she will work with colleagues in the ICT team and with suppliers to then manage the design, development and implementation of those changes and new systems in accordance with ITIL release management processes and both agile and waterfall development cycles. This will cut across a broad range of application areas and existing business systems as well as potentially advising on package selection for new areas.
Project management activities may also include managing suppliers on smaller scale infrastructure projects

PERSON SPECIFICATION
KNOWLEDGE, EXPERIENCE and QUALIFICATIONS
* Used to working with a broad range of users to capture and document user requirements
* Recognised business analysis qualification (eg ISEB)
* Five years experience in a similar hybrid business analyst/PM role
* Experience in more than one design and development methodology; familiarity with Agile as used in a digital government context
* Experience of case management, EDRMS and KIM concepts and applications
* PRINCE2, MSP, PMI or similar project management qualification
* Experience of working through third party SIs and application
* Familiarity with formalised release management and change processes
* Experience of working within an ITIL environment and ITIL3 Foundation qualification desirable
* Design authority/architecture qualification desirable
* Previous Experience with ombudsman, complaints bodies or justice sector organisations
