The role of the Procurement/Commercial Manager will be to manage a small team of 2 or 3, delivering specialist IT procurements within an IT workstream specialism.

The person must be able to demonstrate that they have/are able to:

1Lead, motivate and direct a professional Procurement team

2Manage a IT service procurement from end to end

3Prepared IT Service for market using open bid mechanisms and/or defined procurement frameworks (Government Procurement Experience of OJEU and Frameworks is essential)

4Negotiate & draft commercial terms and conditions for major supplier contracts

5Ensure compliance with Procurement Regulations and limitation of risk within any procurement

6Work to optimise the amount of spend on contract and achieve best value for money

7Minimize supplier claims and charges through effective application of supplier agreements and strong negotiation

8Promote procurement principles on the programme and across the organisation

9Experience in developing complex procurement pricing strategies, qualitative evaluation content and mitigation of risk in procurement processes

Accountabilities:

1 Lead a commercial team to deliver IT procurements on time, to required quality standards and cost, to fulfil the Commercial Programme Plan.

2 Recruit, motivate and develop team members to ensure that an effective and appropriately skilled team is maintained, a culture of continuous improvement developed and individual and team performance optimised in line with Commercial Programme goals.

3 Plan, monitor, control and realign resources to ensure that all procurements are completed to time, cost and quality targets.

4 Work with and support team to produce Procurement Documentation to deliver to the Commercial Programme Plan, escalating issues (where necessary) as they occur.

5 Provide advice and guidance as a lead expert in the field / function, developing appropriate solutions to problems within policy / best practice guidelines,

6 Establish and maintain good relationships with internal and external stakeholders to understand and influence their activities and promote and enhance organisation goals and reputation.

7 Develop, review and improve all procurement documentation, to enable consistent / appropriate understanding and application in the business that enables effective service provision.

8 Provide effective leadership to health & safety matters by actively promoting health & safety awareness and ensuring the provision of safe working practices that comply with organisation standards.
