About Us

Highways England is the new Government company that operates, maintains and improves Englands network of motorways and major A roads. This network is around 4,300 miles long and while it represents only 2 per cent of all roads in England by length it carries a third of all traffic by mileage as well as two thirds of heavy goods traffic, making it the backbone of the country.

We have around 3,500 staff based in seven offices around the country including a uniformed Traffic Officer Service in control centres and patrolling key areas of the network. Highways England is held to account by two bodies who act on behalf of the public : The Office of Rail and Roads monitor the performance of our highways and Transport Focus champion the needs of road users.

A new way of managing our assets known as the Asset Management Model has been introduced into Highways England to improve how we plan and programme major project schemes and how we undertake maintenance on the network.

This means that some of the roles currently carried out by our suppliers will transfer into Highways England and this change will mean that we take on many roles that we have not done before.

Job Description

CHARM is a complex, high profile project to replace the multitude of bespoke, time expired systems currently used to manage Highways Englands strategic road network with a single state of the art Advanced Traffic Management System (ATMS).

The overall project is subdivided into three main components: a) implementation the ATMS system, b) provision of the IT infrastructure and ongoing service provision to the system, c) the ?PCP project?- a number of innovation projects being developed and piloted in parallel with the main ATMS implementation designed to enhance functionality.

The ATMS was procured in joint venture with RWS- HEs counterpart Agency in the Netherlands and links between the two Agencies are being maintained during the implementation phase. The suppliers are based in the UK, US and Europe.

The value of the project is c140m and is due to be completed by 2020.

About the role

You will direct and lead the definition, planning and delivery of CHARM, a major complex Information technology programme project to replace the multitude of bespoke, time expired systems currently used to manage Highways Englands strategic road network with a single state of the art Advanced Traffic Management System (ATMS).

You will also support the Technology Programmes Director in their role, ensuring that the IT directorate is fully engaged in supporting the business in line with the overall business delivery plan for the organisation.

Responsibilities

* Lead, oversee and direct the activities of the project team and suppliers.

* Oversee the development and deployment of organisation, governance arrangements, roles and responsibilities, reporting protocols management systems and the like to ensure full control of the project is maintain.

* Direct regular progress reports from suppliers and maintain continuous oversight of performance and progress. Initiate interventions and escalate as necessary.

* Ensure that the end user is fully involved in critical design and implementation decisions such that the project will ultimately be acceptable to the end user.

* Prepare regular and ad-hoc reports to the Project Board and ensure that full awareness of project status is maintained at all times.

* Oversee the contractual and financial administration of the project and take decisions as necessary within delegated authority limits.

* Continuously ensure that technical, operations and functional requirements as specified in the contract are delivered. Mediate as necessary where there is a conflict between requirements and their fulfilment.

* Manage the project in compliance with the mandated Project Control Framework and ensure that the project complies with defined HE assurance requirements and best practice.

* Maintain close liaison with internal and external stakeholders to the project and in particular other in flight projects with may impact on or be impacted by CHARM. Manage such impact.

* In conjunction with the HE Chief Information Officer, liaise as necessary with colleagues with the DfT and Cabinet Office to ensure the projects complies with HMG ICT policy.

* Work with internal stakeholders to ensure that the new system is introduced into operation in a controlled and managed fashion, that training is delivered in a timely fashion and the business has the capability in place to operate and maintain the system and news ways of working.

* Oversee the rectification of defects and the delivery of asset information, escrow accounts and the like.

Experience, Skills and Qualifications

* Significant experience of working in a structured IT programme/project management environment.

* Experience of managing major programme/projects with a high risk profile or significant complexity.

* Strong Commercial skills with ability to negotiate and manage contracts for programme/projects dependent on external procurement /contracts to deliver outcomes.

* Proven change management ability to deliver successful outcomes for internal change programme/projects.

* Experience of leading a service delivery function at a major organisation or programme.

* Degree qualified, preferably in a Science, Technology, Engineering or Mathematics (STEM) subject or equivalent experience. Chartered with relevant membership of professional body.
