The Consumer Council for Water represents the interests of customers of the water and sewerage companies in England and Wales in relation to price, service, and value for money.

We are currently seeking an ICT Manager who will be responsible for fully managing the provision of CCWater’s ICT Services. The successful candidate will manage all aspects of ICT including hands on end user support at all employee levels.

Experienced at project management and managing the provision of ICT services, you will have an ability to communicate at all levels and provide creative solutions.

If you have a relevant technical/professional qualification in ICT Management along with experience in delivering training and have sound organisational skills, you can make a valuable contribution to the organisation.

Job Purpose

- To manage the provision of ICT services including contract management.

- To manage the availability of ICT infrastructure including servers, networks, broadband lines and telecoms within agreed Service Levels.

- To manage the provision of end-user hardware including workstations, laptops, tablets, telephones and mobile phones.

- To act as the sole point of contact for IT issues covering everything from desktop support, break fix, software and hardware installations through to server based work.

- To manage the provision of software licences and application support and development for all IT systems including our CRM, HR and finance systems and our website and intranet.

- To manage the provision of Wi-Fi and Audio-Visual facilities including teleconferencing.

- To manage the provision of remote access to IT systems and help to facilitate home-working.

- To manage the provision of hands on end-user support at all employee levels, implementation of projects and strategy setting relating to all aspects of ICT services, including out-of-hours support where appropriate.

- To provide in-house ICT training

- To ensure security of system data and compliance with statutory regulations.

- To provide project management in respect of projects relating to both ICT and wider business activities.

- To keep up to date with industry trends, ensuring the business is fully effective from a technology perspective within the required budgets and are fit for business.

To make recommendations on IT systems in place and to specify and oversee changes, make recommendations and any transition arrangements.

Key Duties and Accountabilities

MANAGING CONTRACTUAL RELATIONSHIPS

- Managing our current contractual relationships and interfaces for IT service provision and support and for telecommunications and broadband services.

- Monitoring contractor performance against the service levels agreed and where performance is poor or below the agreed service levels, ensuring appropriate remedial actions are taken.

- Maintaining appropriate records demonstrating appropriate management of contractual arrangements.

- Managing tender and appointment processes for contracts relating to IT service provision and support and telecommunications and broadband.

- Supporting other contract owners who are responsible for specific ICT contracts, for example our CRM system, website, intranet and finance system, in relation to their contract management and tendering activities.

ENSURING SYSTEM AVAILABILITY

- Ensuring that the availability of our ICT infrastructure including servers, networks, broadband lines and telecoms is maintained within agreed Service Levels.

- Managing the ICT infrastructure on site at our offices in Birmingham and Cardiff, including that sited within server and/or comms rooms.

- Ensuring that there are appropriate measures in place to mitigate risks, in the form of a fully documented and tested Disaster Recovery Plan.

PROVIDING END-USER HARDWARE

- Managing the provision of end-user hardware including workstations, laptops, tablets, telephones and mobile phones.

- Maintaining a record of the hardware that has been provided to each end-user.

- Ensuring that all hardware is returned when an end user leaves his/her role.

PROVIDING SOFTWARE / APPLICATIONS

- Managing the provision of software licences and providing application development and support for all IT systems, including our CRM, HR and finance systems and our website and intranet.

- Ensuring that all licences are renewed as appropriate and when due.

- Maintaining a record of any non-standard ICT applications and licences that have been provided to end-users, and ensuring that these are transferred or terminated when an end user leaves his/her role.

- Managing the introduction, development, renewal and replacement ICT licences and applications, as required.

PROVIDING WI-FI AND AV FACILITIES

- Managing the provision of Wi-Fi at our at our Birmingham and Cardiff offices.

- Managing the provision of teleconferencing facilities.

- Managing the provision of audio-visual facilities at our Birmingham and Cardiff offices.

FACILITATING REMOTE WORKING

- Managing the provision of remote access to our IT systems as required and in accordance with our Business Continuity Planning arrangements.

- Facilitating remote working, in particular home-based working and homeworking, by ensuring appropriate arrangements are in place, for example remote access to IT systems, suitable ICT hardware and software, and telephone / video conferencing facilities.

PROVIDING END-USER SUPPORT

- Managing contracted-out ICT support services for end users.

- Providing hands-on ICT support services for end users, including those based in our Birmingham and Cardiff offices and those working remotely, including those who are home-based working or homeworking.

- Providing out-of-hours support, where required and appropriate.

- Providing in-house ICT training.

- Ensuring appropriate cover when absent for hands-on support for end users.

DATA SECURITY

- Ensuring compliance with all statutory regulations relating to data security.

- Ensuring that there are appropriate measures in place to mitigate risks, including a fully documented and tested Disaster Recovery Plan if the security of our data were compromised.

- Ensuring that all incidents or suspected incidents are investigated thoroughly, documented fully and, where appropriate, all actions are carried out.

- In conjunction with our nominated Data Protection Officer, ensuring that all information relating to data security provisions or incidents is provided to the Information Commissioner’s Office (ICO) or to any other regulatory authority, as required.

- Ensuring that all staff and other persons with access to our systems and/or data have undertaken appropriate training.

PROJECT MANAGEMENT

- Managing the implementation of all ICT projects, including those relating to the implementation of new systems and system upgrades, and to the introduction of new hardware.

- Providing hands-on project management for other projects as required, for example in relation to office moves or change.

- Managing all such projects within agreed timescales and budgets.

- Managing and facilitating Projects Boards and Project Teams for all such projects, as required.

- Maintaining appropriate documentation for all such projects, including Project Initiation Documents, progress reports, action logs, risk and issue logs, and post-project reviews.
