My client based in Sunbury requires a Category Sourcing Manager

Role Synopsis:

The role of Category Sourcing Directors is to is to develop and manage with IT the approach and execution plan for strategic outsourcing and supplier relationship management for a specific areas of my clients Application Development and Maintenance portfolio.

This work includes assisting in the restructuring, competition, and completion of the annual IT purchase volume for the managed services and leading a supplier management organization.

This encompasses all commercial aspects from the initial selection of Suppliers to their effective integration into the IT organization which includes implementing BP’s overall outsourcing strategy, developing and leading a supplier governance model, monitoring all outsourced activities, assisting IT areas to ensure service delivery is effective and within defined boundaries, and coordinating with each IT functional area on their sourcing requirements and expectations. This role will act as a subject matter expert for my client in any contract disputes or negotiations.

This job holder will work across the IT&S LT and will be expected to be seen as the expert in the supply market who can talk knowledgeably to the IT&S Leadership Team as well as interfacing and influencing CIOs and their leadership teams.

Key Dimensions:

People Responsibility (no. of direct reports overall): Team of 6

Financial Scope (budget, budgeted revenue/turnover, fixed costs, capex, no. of customers: Direct commercial management of $100m

Key Accountabilities:

Specific tasks / activities, management, reporting, interfaces etc. Ideally about 5 distinct statements, describing the role in more detail, in terms of activities and output core to this role

Establish a strategy and annual plan for the category that includes

business priorities

key contract renewals

improvement areas for key vendors

process improvements

optimisation of my clients volumes and category expertise

preferred supplier adoption

savings target

Establish appropriate supplier governance to effectively manage a subset of third parties, participating in vendor relationship governance meetings and chairing executive level governance review meetings including the setting of targets and establishment of KPIs and publishing a holistic view of vendor performance

Establish effective processes to educate IT&S staff and programme managers in how to use the ADM contracts, assure the process for moving to outcome based contracting and police the process to identify and address areas of non-compliance

Effectively use fixed pricing, and time and materials constructs

Ensure that Service Levels are measured, reviewed, and reported on correctly

Modify Service Levels and create new Service Levels over the terms of the agreements

Drive team to remedy inconsistent vendor performance across the enterprise and improve vendor performance / optimising allocation of spend

Maximise benefits to BP as a whole by leveraging enterprise-wide spend with each vendor and contributing to the segments/functions being informed on vendor choice for new contract awards

Maximising the value of contracts throughout , extending suppliers’ service across the organisation to drive additional value, by influencing segment CIO level & IT&S VP level to win over stakeholder consensus.

Key Challenges:

Creating the right environment where the appropriate level of entrepreneurial spirit is balanced with effective risk management

Ensuring the supply base is compliant with the needs of cyber security

Essential Education:

Good first degree and or CIPS (or similar)

Essential Experience and Job Requirements:

Specific demonstrable experience/ skills/ behaviours/ qualifications (vocational, Degree/Masters/Doctorate, professional) expected for the role. List in priority order, max 10 bullet points

Material and demonstrable applied expertise in IT Outsourcing / IT Operations / IT Procurement combined

Demonstrable experience of vendor management with considerable experience in services procurement, vendor management and applying industry best practice

Specific experience in managing large ADM agreements

Experience working with SDLCs

Experience with Agile Development

Experience Testing and QA requirements

Demonstrable experience in Application Maintenance commercial pricing constructs

Experience in articulating requirements in Application Development work orders

Demonstrable experience in Fixed Pricing, Firm Pricing, T&M, and Staff Augmentation constructs

Demonstrable knowledge of contract law and intellectual property rights

Ability to articulate requirements in contract ready language

Specific experience of operating within a global matrixed organisation. With a proven track record of influencing large teams of a diverse nature

Specific and in depth understanding of the category supply market and value drivers

Excellent negotiation skills with experience in negotiating multi-million commercial IT contracts

Ability to engage senior business and IT personnel in an influential manner, e.g. segment CIO level & IT&S VP level to win over stakeholder consensus

Other Essential Skills and Knowledge:

Exposure to Service Delivery Management from the information technology organizations perspective and/or large supplier experience.

Desirable Criteria:

Optional - additional criteria that are "nice to haves" and could enhance performance of the role

Understanding of Indirect Procurement tools and systems

In depth experience of managing high value multi-vendor strategic supplier relationships

Relevant professional experience and certification e.g. Service Delivery (ITIL Certification), Procurement (CIPS VM certification), IT Project Management (PMP Certification) or equivalents.

Experience working in the energy industry with awareness of industry needs & business challenges

Specific experience around Oil & Gas, Manufacturing and retail business

Any other relevant information:

Potential sources of candidates include Indirect Procurement organizations, IT organizations and multi-national supplier SDMs (Service Delivery Managers) with a concentration in Application Maintenance & Support including managing service levels and supplier performance against contractual obligations.
