Your New role :-

The Innovation and Networks Executive Agency (INEA) started its life as TEN-T EA in 2006. TEN-T EA was initially responsible for implementing the TEN-T Programme and the TEN-T projects from the 2000-2006 and 2007-2013 financial perspectives. Thanks t- a new mandate, approved on 23 December 2013, the Agency became the Innovation and Networks Executive Agency (INEA) from 1 January 2014 - and its lifetime has been extended to 31 December 2024

The Commission has delegated to INEA the task of executing the operational budget and performing tasks linked to the implementation of its delegated Union programmes in the field of transport, energy and telecommunications infrastructure (under the Connecting Europe Facility - CEF programme) and in the field of transport and energy research and innovation.

The Innovation and Networks Executive Agency's (INEA) mission is to support the Commission, project promoters and stakeholders by providing expertise and high quality of programme management to infrastructure, research and innovation projects in the fields of transport, energy and telecommunications, and to promote synergies between these activities, to benefit economic growth and EU citizens.

INEA works under the supervision of four parent Directorate-Generals:

- Directorate-General for Mobility and Transport (DG MOVE)

- Directorate-General for Energy (DG ENER)

- Directorate-General for Research and Innovation (DG RTD)

- Directorate-General for Communication Networks, Content and Technology (DG CNECT) The DGs

- make the political decisions regarding the programmes

- define the policy, strategy, objectives and priorities

- supervise and monitor the Agency's activities.

The Agency turns the policy into action by implementing the programmes on behalf of the

Commission; managing the entire lifecycle of the projects and executing the programmes' specific tasks.

THE TENTEC INFORMATION SYSTEM

TENtec is a technical information system originally developed by the Directorate General for Mobility and Transport (DG MOVE) for defining policy and monitoring the implementation of the TEN-. network, and managing the legacy TEN-. programme. TENtec is also earmarked to support the Grant Management lifecycle of the new CEF programme in the area of Transport, Energy and Telecommunications.

TENtec consists of two parts, TENtec Policy and TENtec Grant Management (GM). DG MOVE is the System Owner of TENtec as a whole, and business owner and system supplier for the TENtec Policy part. TENtec GM is autonomously developed by INEA, who is the business owner of the GM process. The Agency's IT team acts as system supplier for TENtec GM modules.

The scope of the works to be performed is limited to the TENtec Grant Management part. At this moment, TENtec GM consists of 5 modules to cover the following processes:

- eSUB MODULE: proposal submission and management; electronic submission of proposals submitted under TEN-T and CEF calls for proposals

- EVAL MODULE: evaluation of proposals; external and internal evaluation workflow support

- GRANT AGREEMENT MODULE: contract (grant agreement) preparation and generation; managing of grant agreements by the operational units

- PFU MODULE: Project Follow-Up; project managers and financial officers manage the technical and financial aspects of projects funded under the TEN-T/CEF programme

- ASR MODULE: electronic submission of ASR (Action Status Report); annual electronic submission of action status report by Programme beneficiaries

In view of the enlarged scope of the CEF programme to Transport, Energy and Telecommunications, a comprehensive revision of the grant management functionality of TENtec Grant Management modules is on-going.

The Agency's planning for the evolution of the TENtec Grant Management modules is to: (1) Integrate the new programs entrusted to the Agency as part of the extension of its

mandate for the period 2014-2020. Close collaboration with INEA's new parent DG's will be required during the analysis and implementation of the new workflows into TENtec GM.

(2) Maintenance and functional evolution of existing and future modules.

Your Skills and experience :-

Essential Skills :-

- Languages: Java, JEE, Ajax, Javascript, SQL, XML

- Database: Oracle RDBMS

- Web/application frameworks: Vaadin, Wicket, Spring

- Modelling tools: UML or similar

- Software development: RUP, AGILE (SCRUM) or similar

- IDE: IntelliJ or similar

- Build tools: Maven/Bamboo or similar

- Application servers: WebLogic, Apache Tomcat

- Excellent communication skills (oral written), capability to interface with end- users for requirements gathering.

The principal working language is English, but knowledge of French and /or German is an added value.

Professional experience in an EU Institution is an added value.
