1. JOB PURPOSE

To undertake commercial management services over the whole project lifecycle, from inception through to project close out.

2. KEY ACCOUNTABILITIES

* Implement effective pre and post contract commercial management services aimed at maintaining effective cost control throughout the duration of the Phase 1 delivery programme.

* Undertake all relevant commercial management duties, in conformance with policies and procedures and, in a timely and effective manner.

* Undertake pre contract interface with the central procurement team to ensure that there is commercial representation throughout the tender and contract award process.

* To produce and analyse all relevant commercial data for the monthly reporting cycle and to provide accurate cost data in support of annual budget reviews.

* To work with project teams in managing the cost impact and validation of change and to encourage the whole delivery team to strive to deliver value for money.

* Provide detailed periodic financial reports including Cost Forecasting, Anticipated Final Costs, Cost of Work Done, Gross Billing and current Contract Value.

* Post contract management through to settlement of final accounts and internal reconciliations to facilitate project close out in line with project budgets and project plan.

* Provide relevant cost and contract advice when needed and maintain a close working relationship with all parties in the Phase 1 Contract management team, throughout the project life cycle.

3a. KNOWLEDGE, SKILLS, EXPERIENCE

* Demonstrable 6 years (minimum) experience in all aspects of commercial management on infrastructure related projects - from pre tender stage through to successful contract close out.

* Breadth of experience in the commercial management of projects and of implementing effective cost control processes that can be shown to have delivered value for money.

* Specific knowledge and experience of pre and post contract commercial services including those related to reporting, tendering, payment, variations, change and claims management and final account settlement.

* An understanding of change, risk and contingency management process.

* Specific understanding of Construction Industry contracts.

* Management of Assistant Commercial Managers and other direct reports.

* Membership of the RICS or similar recognised body

3b. PERSONAL QUALITIES

* Able to negotiate at Senior Management level and with good interpersonal skills.

* Good commercial acumen.

* Strong written and verbal communication skills.

* Comfortable working either independently or as part of a team.

* Willingness to mentor and share knowledge and experience with junior staff.

4. DECISION MAKING

* Implement the necessary commercial management processes to ensure effective cost and change management of the projects in his portfolio.

* To ensure all activities are within the delegated authorities granted at each stage of the project.

5. KEY FACTS AND FIGURES

* Manage a mixed portfolio of contracts with a combined value of circa £250m

* Manage the interface with the other members of the commercial, programme and corporate teams.

6. OTHER CONTEXTUAL

* To provide commercial management functional support to the Programme delivery team and ensure that timely and appropriate cost and contract administration is maintained
