Our client are seeking to deploy a Programme Benefits Manager and Business Case Developer to provide support across programmes; this will require hands on development of Programme and constituent Project Business Cases and Benefits Management products including metrics and realisation plans which are critical to successful programme delivery.

MAIN TASKS:

Benefits Manager Key Tasks:

a) Develop and implement a defined Benefits Management Approach with associated standards and templates for use across the Programmes (and constituent Projects) to enable effective Benefits Management activities and realisation processes, ensuring alignment with framework.

b) Ensure that all Benefits Management activity is managed within the approved governance for the Programme, in line within protocols set out.

c) Lead Benefits Sessions/Workshops to include Project Managers, Key Stakeholders and potential benefits owners to elicit benefits and dis-benefits, potential metrics or other measures, investment outcomes and realisation activities enabling the effective development of robust Programme Benefits Realisation Plans, Benefits Maps, associated profiles etc..

d) Engage with Project Managers to support the development of overarching Programme Benefits Management products and where required specific Project Benefits Management related products

e) Prepare and maintain Programme Benefits Management products ensuring regular reviews are undertaken especially where there is a change in scope/benefits owner etc. and provide necessary updates to the SLT and/or appropriate governance Board.

f) Support the Programmes Functional Workstreams and other national performance functions to ensure benefits measures and mechanisms are defined and deployed appropriately within the business

g) Develop mechanisms for the tracking, monitoring and reporting of benefits either achieved during the Programme lifetime or by the business once transitioned to BAU. Undertake post implementation reviews on achievement of benefits as necessary

h) Support the identification and development of 'Benefits/Good News' Stories in conjunction with the Communications Team.

i) Work with the business to minimise any dis-benefits.

j) Assess all change requests eg: Scope, Delivery and Technical for their potential impact on existing benefits realisation, including support scenario planning for any potential changes proposed.

k) Ensure that there is a clear understanding of benefits tangible and intangible between key stakeholders within and external to the programme.

l) Assess benefits planning and realisation across a number of other programmes or projects to identify gaps, overlaps and conflicts and eliminate double counting in the benefits plans of individual programmes or projects.

m) Support the management of key stakeholders internally and externally including third party suppliers in relation to the Benefits Management and Realisation activities.

n) Coach and mentor personnel with limited experience of Project and Programme Benefits Management eg: training sessions, lunch and learn etc.

Business Case Developer Key Tasks:

o) Develop and maintain the Programme Business Case (in conjunction with key stakeholders/team members).

p) Provide 'hands on support' to Project Managers and Work stream Leads in the development of business Cases within their areas of responsibility.

q) Manage the Business Case review and approvals process in conjunction with the IPMO Document Manager.

r) Support the management of key stakeholders internally and externally including third party suppliers in relation to the development of Business Cases.

s) Coach and mentor personnel with limited experience of Business Case Development eg: training sessions, lunch and learn etc.

t) Provide ad hoc support to the wider IPMO and Programmes as needed to address peaks in workload as requested by the Head of IPMO.

ESSENTIAL SKILLS:

a. Ability to produce high quality, Benefits Management products, maps and detailed reports

b. Ability to communicate with and influence senior and junior staff and stakeholders, building strategic relationships across operational and professional boundaries and with the wider organisation and partner organisations

c. Ability to communicate with subject matter experts from various disciplines and translate information into meaningful products, specifically options for Business Case

d. Understanding of both Business Change and IT enabled Business Change Programmes

e. Ability to communicate with seniors to drive out benefits/dis-benefits with other programmes and operational activities

f. Knowledge of Agile delivery methods and developing Agile benefits realisation approaches

g. High degree of computer literacy and competence in the use of Microsoft Office and expert level use of Excel and Visio

DESIRABLE:

a. Experience of working in Transformational Business Case (IT Enabled) Programmes and Projects within the public sector

b. Knowledge of stakeholder management and engagement

c. Working knowledge of performance measurement within the public sector
