Proteus Europe is searching for a Senior Solution Architect with CMS Specialization Project - Future Platform Forms. This is a 4 month contract based in Brussels, Belgium.

The Ministry of the Flemish Community (MVG) was from January 1, 1983 to January 1, 2006 the official organization of the Government of Flanders, where the Flemish Government policy is implemented. The ministry was divided into departments were headed by a Secretary-General. The departments knew another subdivision in administrations. The administrations were led by a Director General.

Your New role :-

Short description of the content of the project Future Web Platforms in 2017. Information Flanders currently manages a number of different web platforms, of which vlaanderen.be and ovrheid.vlaanderen.be are the most important. However, those different platforms no longer match the renewed vision of interacting with users. Therefore, we need to create an entirely new - to be- situation. In this project, you work with a project manager and a business developer to define the scope and explain the big lines of the - to be- . In 2018 the further concretization and elaboration will follow. The - to be- is not meant to be a replacement of the current Flanders information platforms and that this agency will be the only user. A decommissioning model must also be elaborated whereby other entities also include their content. The scope in this area is thus broadened to all entities of the Flemish government and all local governments. As Senior Solutions Architect, you are working on a high level architecture for the - to be- of the web platforms of Information Flanders in 2017.

VLAANDEREN.be and related systems are built in Drupal (Versions 6, 7 and 8). Our editing system is linked to a contact center CTI and CRM. This is based on a high available platform based on Ubuntu, Galera Cluster for MySQL, GlusterFS, Apache, NodeJS, Varnish, Memchache, Tomcat. The search engine is Solr.

We expect the candidate to be very experienced in designing and setting up modular and scalable hosting environments that can be implemented by a micro service model.

The ambitions of the Flemish Governments Radar Digital Agreement and its translation into Flanders Information Objectives, which belongs to the Information channels department, have a major influence on the positioning of the Vlaanderen.be site, the evolution that this channel needs to take and the additional functionality Which must be signed out. These evolutions must be thought out and drawn from expertise. The designs for adaptations and evolution to Flanders.be should take into account:

- the goal of bringing Flemish government websites closer together and better aligning with Vlaanderen.be and working on a web universe with a consistent visitor experience

- the ambition to integrate Flemish government websites within the structure of Vlaanderen.be and the necessary adjustments. Developing a generic component library and digital corporate directory that other websites can use, and the development of a decentralized editing system that enables potentially to bring down all the Flemish government websites.

- The digitally identified digital guidance needs to be translated into user-centric tools that can be made available on Flanders.be and in the web universe.

Your Skills and experience :-

Essential Skills :-

- Thorough knowledge of setting up scalable and modular environments, cloud or VPC

- Thorough experience with Cloud environments (AWS, Azure, ...) and VPC

- Thorough experience with virtualization (VMware)

- Thorough knowledge of devops technology / platforms (Docker, Wodby, OpenStack, Cloud Foundary, Kubernetes, Jenkins, OpenShift

- In-depth knowledge of Mysql (Galera Cluster), php, javascript, html / css, Memcache, Varnish

- Thorough knowledge of Continuous Integration, deployment techniques, unit testing and functional testing (including Jenkins, Git, Drush)

- Thorough knowledge of software config mgmt (Git, Jira, ..)

- In-depth knowledge of web application-related networking (proxies, SSH tunneling, common web protocols, DNS, OpenVPN).

- In-depth knowledge of Unix, Linux, Tomcat, NodeJs

- Thorough knowledge of Apache Solr

- Thorough knowledge of Elastic search

- Thorough knowledge of Drupal core and back-end development Drupal 6, Drupal 7, and Drupal 8. (eg Drupal Api, Symfony)

- Thorough knowledge and experience with API and Web Services Integrations (REST, SOAP)

- Thorough knowledge of network and application environment of the Flemish government

- Experience with developing Governance models (management environment, SLAs, disaster recovery)

- Knowledge of ITIL and CMMI

- Thorough experience UML

- Extensive experience is expected with the specific finality and objectives of government websites
